Editorial and evidence standard
This publication edition preserves the report’s central research outcome and distinguishes three layers of evidence: (1) audited or annual-report evidence for C-DOT, (2) official disclosures from benchmark organisations and ecosystem bodies, and (3) analytical inference by the author. Comparative figures are not treated as accounting-equivalent where definitions differ. The reform proposal is presented as a policy design inference from the evidence, not as a claim that any one existing organisation provides a ready-made template for C-DOT.
