C-DOT AND INDIA’S TELECOM TECHNOLOGY AMBITION: Institutional Reform for Indigenous 6G Capability

The evidence supports a clear but qualified conclusion. C-DOT has demonstrated capability and improving financial performance, but the global gap is systemic. The challenge is not simply to provide more money; it is to create the institutional mechanism through which money, talent and research become globally relevant technology.

The proposed C-DOT 2.0 model retains strategic Government ownership and oversight while giving a professional Board, management and researchers the operational freedom required for frontier technology. A commercialisation vehicle and national scale-up capital mechanism connect research with industry, products and markets.

The desired end-state is an ecosystem rather than a larger bureaucracy: C-DOT + academia + startups + operators + Indian OEMs + semiconductor and manufacturing capability + strategic capital + international partnerships.

Government controls the destination.
C-DOT must have the freedom to determine the route.


C-DOT need not become the next Huawei.
It should become the institution that enables India to build what comes after Huawei.
